There's no excuse for abuse. Not ever.
As for glaring flaws...pretty what themacattack said about turning the characters into caricatures. Too many LH writers fall into this trap, where they over-emphasize the bad traits and turn the characters into flat characters that are only on one setting. You've half-fallen into that trap already.
Yes, Motoko and Naru at this point in time are pretty much hopeless. But Motoko, at least after the Burn-up-Blade arc, actually starts getting some positive character development. Naru's Freudian excuse, however, came far too late in the manga and seemed pretty unconvincing and tacked-on.
Suu...I'm not sure about her. Did she ever get character development, or was she always a flat character like that? I'm not sure.
Then again, you could be going off the characterization in the anime (not surprising because most usually watch the anime of something rather than read the manga) where the girls' violence is even worse than in the manga.
I do agree that Motoko shows at least some signs of development in the anime. Naru's excuse for her behavior is way too frail and does nothing to excuse her behavior. And I'm pretty sure Su does not get any development whatsoever. Unless you count that time she briefly went into her adult form.
As for that trap, I have been focusing on things from Shinobu's perspective here. I didn't want to drag things out in getting to the part where she starts changing. People have already been getting pretty impatient about that. I'll be spending more time exploring things from the perspective of the other girls...once the beatdown is over.
Here in Michigan, I'm afraid it's a heck of a lot harder to find things like that.
